I have a TV/Extra monitor plugged into my laptop. The TV is plugged into a power strip, which is plugged into the wall socket. The TV -> Strip plug is 2-prong with no ground, the power strip is three prong into the wall. The TV is connected to my laptop via an HDMI cable, and the TV has no other cables connected to it. My Laptop has a power cable, Ethernet, and the HDMI cable.
The TV makes a consistent, loud droning buzz when it is selected on HDMI. It wasn't doing this 5 minutes ago, and it's done it before and I don't know how I got rid of it (I just kept unplugging and plugging things back in and moving stuff around for 4 hours until it went away. I seriously have no idea how to deal with this). The buzzing is only caused when the HDMI is plugged in, the laptop is on, and the TV is selected on HDMI. Any other time, it works perfectly.
What the hell is going on with my TV?

Its interference noise. Either the HDMI cable is not a properly shielded one or something in the laptop / tv / general area is transmitting a frequency being picked up by the cable and transmitted through the speakers.

Similarly, my shitty Nyko HDMI cable refuses to play with my laptop. PS3 to TV, no problem. But when I plug it into the laptop, it takes at least 15 min of jiggling and unplugging to get a picture to show up. I think the cheap plastic housing on the cable prevents it from fully plugging into the port on my computer for whatever reason. Try a different one if you've got a spare.

So any solutions how to get rid of it? Like I said, it wasn't doing this five minutes ago but I had to unplug the TV's power supply for about 20 minutes. I didn't move the HDMI or plug/unplug it, and when I went to plug the TV back in (HDMI still connected), it started doing this. I moved nothing and no components changed.
It's not a very expensive cable (Amazon basics) so yeah, I'm almost positive it isn't shielded.
Would Wifi frequency possibly interfere? Or Cell phone signals? Nothing else is emitting a wireless signal in this room.

The image shows up just fine, and it connects right away in full, beautiful 1080p, but it's just the buzzing noise that isn't working well.

Still sounds like a physical connection problem to me, most likely on the laptop since it gets jostled around more than your TV (I assume).

I started moving some things around again and turning stuff on and off. The buzz was still there, until I outputted some noise from the laptop. As soon as it came, the sound disappeared again and we're all back to normal

99% of anything electronic emits an RF interference of some sort to some degree. The FCC regulates how much of this can be emitted, and better shielded cables help stop interference. Certain devices still emit RF within ranges, i.e your power cord. make sure the cables aren't crossed. try plugging onto a different tv w HDMI see if it does the same thing, if no, its something in or near the TV, if yes, Its something in or near the laptop / HDMI cable / you.

Possibly a COM BUS error in the laptop.

I have the same thing going on proved it was the laptop by hooking it up via old school VGA / headphone audio cable and got the same noise. Only happens when connected to the laptop and only when no sounds are playing. Anoying as fuck. Never searched for a fix but got to be something out there. Considered setting up some kind of audio loop to play in the background that was just blank to make it go away but never did it. Good luck. Oh and as far as grounds I'm fully set up and protected using a 1000w surge protector that also isolates the ground. This beast
